Requisition Number 11-0800 Post Date 12/27/2011 Title Program Mgr, RHRP Contract City Diamond Bar State CA Description QTC is the largest private provider of government-outsourced medical and disability examination services in the nation. Our 25-year history delivering technology-driven examination solutions not only benefits our customers but also the industry as a whole. We were the first and only private examination provider awarded the Pilot Program Contract to perform Compensation and Pension examinations for the Department of Veterans Affairs. The US Senate called upon QTC for expert testimony regarding the value of such third-party examinations for the purpose of government-based programs. More importantly, the House of Representatives recognized QTC for our innovative solutions to plaguing industry issues. Essential Duties and Responsibilities * Provides federal government contract program management for large complex military medical examination program operating across the nation with multiple service delivery models. Primary point of contact to the government. * Responsible and accountable for overall contract performance and financials Provides executive leadership through daily communication with various internal departments to coordinate services including during start-up period. Works closely with Provider Relations, Information Technology, Facilities, HR and subcontractors to ensure contractually compliant services. * Manages the workload through the various operational team leaders to ensure the achievement of organizational goals and objectives including quality, timeliness, customer service and cost metrics * Actively participates in and contributes to the development and communication of strategic objectives, plans and performance metrics to meet contractual compliance * Maintains effective working relationships with all customers, gaining feedback and working closely with the operations leadership to modify processes to ensure performance objectives are met * Drives continuous process improvement to enhance performance. Works closely with operations and leaders to continually improve processes and procedures in support of program. * Seeks methods of improving/automating process and finds ways to increase profitability * Works closely with Operational Management to attain financial goals * Works closely with and mentors operational leadership to ensure contractual compliance is met. Ensures implementation of a project plan with defined timelines and deliverables including documentation of action items. * Manages contract action items from internal operations and customer/client * Provides and reviews responses or updates as needed * Implements corrective action plans and oversees execution with internal department leads as necessary * Responds to client concerns in a timely manner; escalating as appropriate * Ensures timely recommendations and resolutions to ensure high level of customer satisfaction * Travel up to 50% and weekend availability * Perform other duties and responsibilities as assigned Requirements Competencies: * Demonstrated program management experience using managerial, technical and/or business knowledge. Experience in directing and managing internal/external resources, communications and all functional program activities to meet contract cost, schedule and performance objectives. * Program management and government contract management * Demonstrated leadership skills with the ability to prioritize, coordinate and delegate effectively * Excellent verbal, presentation and written communication skills * Self motivated with strong planning, problem-solving, analytical and organizational skills * Exceptional interpersonal skills; quickly foster relationships and credibility at all levels * Must possess the ability and flexibility to work to meet deadlines and client expectations * Ability to effectively direct multiple tasks with competing priorities * Ability to handle confidential information * Proficiency with software applications such as Microsoft Office applications and Tableau * Must be willing to travel up to 50% and be available on weekends Education and/or Experience: (includes certificate & licenses) * Bachelor's Degree or equivalent related work experience * Knowledge of military medical requirements and processes, especially those of the Reserve Components * Health/Medical services domain knowledge and/or logistics/medical logistics expertise * Program Management experience, PMI certification preferred * 3 plus years experience leading multiple teams/departments * Minimum 2 years government contract management experience * Must have experience managing and interfacing with diverse staff Physical Requirements * Ability to sit, stand, walk reach, and use repetitive motion of hands and wrists * Ability to communicate via telephone and computer * Ability to use basic office equipment such as desktop computer, copier, scanner and fax machine regularly in the course of work * Ability to lift up to 30 pounds * Travel by airplane, automobile, or other transportation means to conduct company business * Perform work in a office environment QTC Management Inc. is an Equal Opportunity Employer.
