Systems Engineer 4
Tracking Data Relay Satellite System (TDRSS) Communications System Architect & Tracking Data Relay Satellite (TDRS) Chief Payload engineer responsible for developing enhancements to the NASA TDRSS system & TDRS spacecraft payloads. The scope of these enhancements include but are not limited to communications waveforms, coding, relay design, ground station design, users satellite communications system & hardware design. This individual will act as a mentor to the current TDRS spacecraft and ground team as well as responsible for applying this technology to other customer needs.
Detailed knowledge of TDRSS, White Sands Complex (WSC) ground station and the second and third generation TDRS payload designs are required. This includes but is not limed to TDRSS; Long Loop Auto Track, Ground based Beam forming (GBBF), Satellite Based Beam Forming (SBBF), frequency plans & self compatibility, Emergency time out (ETO), telemetry & command, operations concepts, user scheduling and testing. This individual needs have industry recognized knowledge of TDRSS & TDRS.
Candidate to possess key leadership skills to deal with issues. Candidate will perform/coordinate trade studies, risk analysis, feasibility studies, affordability analysis and performance analysis/prediction; develop systems requirements, concept of operations, process flows, data flows, hardware/software architectures, and test and verification criteria; define system interfaces; coordinate configuration management activities; author/review documentation and presentation materials; and support new business opportunities for proposal development from bid decision to submittal.

Extensive working knowledge of the methodology and processes associated with risk management, conducting trade studies including cost as an independent variable (CAIV) trades. Ability to: Identify and quantity potential risks areas within specific (depth) and across multiple engineering disciplines (breadth), understand design constraints (technical, cost & schedule), identify and trade alternatives (i.e., trade studies), select/recommend the best plan for mitigating risks, implement/execute plans for mitigating risk and establish appropriate performance tracking metrics to track risk burndown over time. Ability to effectively utilize risk management tools (iso-risk charts/plots, waterfall, etc) to support program/project execution.

Typical Education/Experience
Degree and typical experience in engineering classification: Bachelor's and 9 or more years' experience, Master's with 7 or more years' experience or PhD with 4 or more years' experience. Bachelor, Master or Doctorate of Science degree from an accredited course of study, in engineering, computer science, mathematics, physics or chemistry. ABET is the preferred, although not required, accreditation standard.

Experience with concepts and principles for existing satellite terminal mission planning, resource control, communication control, antenna control and Pointing are required.
